Article 1

All fantasy franchise owners shall assemble at an agreed upon time and place for the annual draft.

The defending champion must bring the "Mother Bowl" trophy to the annual draft.

The "Mother Bowl" trophy will be delivered to the new champion as soon as possible after the Mother Bowl by the ex-champion, by whatever means are necessary. The new champion will acknowledge receipt of the trophy in perfect condition and have the trophy engraved. The holder of the trophy is responsible for the care and condition of the trophy.

Article 2

The method for determining the annual draft order is:

Winner of the Mother Bowl will draft in the last position.

Loser of the Mother Bowl will draft in the second to the last position.

The two teams losing in the playoffs will draft in the third and fourth to the last positions based on their regular season win loss record. All tie breaking schemes apply.

All other teams will draft according to their regular season win loss record with the worst team drafting first. All tie breaking schemes apply.

**New or returning teams will be seeded in the last draft position with returning teams drafting last.

Each franchise owner will select seventeen players from the following categories: quarterbacks, running backs, receivers, kickers, defense/special teams and coaches.

Article 3

The league consists of fourteen teams. Teams must be located in U.S. cities that have no NFL teams. Team names must be approved by the league commissioner and cannot bear product endorsements. The schedule and division alignments will be determined by the league commissioner. The teams play a fifteen week regular season schedule. The final two weeks of the NFL season will be reserved for a single elimination tournament by the three division winners and a single wild card team. The team with the best win-loss record who is not leading a division will be the wild card team. All tie breaking schemes apply.

Article 4

During the season, each franchise owner shall submit a starting lineup to the league commissioner prior to the kickoff of the first NFL game of the week. If no lineup is submitted, it will be the same as the previous week's lineup.

All lineups include one quarterback, one kicker, one defense/special team, one coach.

There are three starting lineup options that may be used:

"Run and Shoot' has one running back, four receivers.

"Standard" has two running backs, three receivers.

"Wishbone" has three running backs, two receivers.

The visiting team is required to contact the home team each week before the kickoff of the first NFL game of the week.

Article 5

Fantasy teams score points when their starters score in NFL games.

UFFL scoring system is:

touchdowns = 6

touchdown passes = 4

field goals = 3

extra point kick = 1

2 point rush = 2

2 point pass = 1

2 point catch = 1

Defense/special teams score points whenever any player on the team scores. A starter scoring on special teams is also awarded points.

shutout = 5

scores of 50+ yards are doubled

scores of 100+ yards are tripled

Article 6

A player not on a fantasy team is considered a free agent. Teams may sign free agents on a first come first serve basis by notifying the commissioner. Trade transactions are completed by notifying the commissioner. Total waivers and trades will be limited to six per team. Players placed on injured reserve, cut by an NFL team, paced on a practice squad or imprisoned will not count against the six roster change limit. **No waivers or trades are permitted after the kickoff of the first game of an NFL bye week.

Article 7

Any waiver of trade may be vetoed by the commissioner of the league or a majority vote by the owners. The commissioner's veto may be overturned by an owner majority vote.

Article 8

The UFFL tie breaking scheme is :

1) Win - loss record against other teams in the tie.

2) Point difference in games against other teams in the tie.

3) Total points scored against other teams in the tie.

4) Division record.

5) Total points scored in a season.

Article 9

Game ties stand in the regular season and count as a half win, half loss. For playoff games "Sudden Death" lineups should be submitted for the eight non starters. In case of a tie the overtime player scores are compared one at a time in the order they are submitted. The next tie breakers are total offensive yardage for the six "field" players, then total distance of all scores, then a coin toss.

Article 10

The league commissioner will prepare and make weekly reports and make them available to all owners.

Article 11

Teams must be located in U.S. cities that have no NFL teams. Team names must be approved by the league commissioner and cannot bear product endorsements.

Article 12

The bylaws may be revised during the off season by the commissioner or a proposal with majority owner approval. The off season will be form the day after the Mother Bowl until the draft.
