Article 1 - League organization

The league consists of fourteen teams.

Teams are located in U.S. cities that have no NFL teams. Team names must be approved by the league commissioner and cannot bear product endorsements.

The schedule and division alignments are determined by the league commissioner.

The teams play a fifteen week regular season schedule.

The playoffs are single elimination format and are held during the last two weeks of the NFL regular season. The playoff teams consist of the three division winners and a wild card team. The wild card team is the team with the best record, including all tie-breakers, that is not a division winner.

The ultimate winner of the playoffs is crowned new UFFL champion and is awarded custody of the "Mother Bowl" trophy. The champion from the previous year delivers the trophy to the new champion as soon as possible. The new champion acknowledges receipt of the trophy in perfect condition and has the trophy engraved. The holder of the trophy is responsible for its care and condition.

Article 2 - Player draft

All fantasy franchise owners meet at an agreed upon time and place for the annual player draft.

The defending champion must bring the "Mother Bowl" trophy to the annual draft.

The method for determining the annual draft order is:

Each franchise owner selects seventeen players from the following categories: quarterbacks, running backs, receivers, kickers, defense/special teams and coaches.

Article 3 - Lineups

During the season, each franchise owner submits a starting lineup to the league commissioner prior to the kickoff of the first NFL game of the week. If no lineup is submitted, the previous week's lineup is used.

The visiting team is required to contact the home team each week before the kickoff of the first NFL game of the week.

Each team's lineup includes one quarterback, one kicker, one defense/special team, one coach, and five positions players. There are three starting lineup options that may be used for the five position players:

Article 4 - Scoring

Fantasy teams score points when the players in their starting lineups score in NFL games.

In addition to individual player scoring, defense/special teams score points whenever any player on that team scores. The defense/special teams scoring includes:

Finally, a defense/special team is awarded 5 points for a shutout.

Long scores are awarded a multiplier: scores of 50 yards or more are doubled; scores of 100+ yards are tripled.

Article 5 - Player changes

An NFL player not on a fantasy team is considered a free agent. Teams may sign free agents on a first come first serve basis by notifying the commissioner.

Trade transactions are completed by notifying the commissioner.

Total waivers and trades are limited to six per team.

No waivers or trades are permitted after the kickoff of the first game of an NFL bye week.

Any waiver or trade may be vetoed by the commissioner of the league or a majority vote by the owners. The commissioner's veto may be overturned by an owner majority vote.

Players placed on injured reserve, cut by an NFL team, placed on a practice squad or imprisoned may be replaced by a free agent. This does not count against the six roster change limit.

Article 6 - Tie-breakers

The UFFL tie-breaking scheme used to rank teams is :

  1. Win - loss record against other teams in the tie.

  2. Point difference in games against other teams in the tie.

  3. Total points scored against other teams in the tie.

  4. Division record.

  5. Total points scored in a season.

  6. Coin toss

Game ties stand in the regular season and count as a half win, half loss.

For playoff games "Sudden Death" lineups are submitted for the eight non-starters. In case of a tie the overtime player scores are compared one at a time in the order they are submitted. The next tie-breakers are total offensive yardage for the six "field" players, then total distance of all scores, then a coin toss.

Article 7 - Weekly reports

During the season, the league commissioner prepares weekly reports of game results and team standings. These reports are made available to all owners.

Article 8 - Changing the bylaws

The bylaws may be revised during the off-season by the commissioner or a proposal with majority owner approval. The off-season lasts from the day after the Mother Bowl until the day of the draft.
